New Champions members Liz Danvers Rogers / Starforce, Marcus Thompson / White Wolf, and Randy Robertson / American Knight and S.H.I.E.L.D. Academy trainee Ricky Jones / A-Bomb are chasing after the Jackal, who has been on the run since his identity of Raymond Warren was exposed to the public, and Hydra had been exposed within the now defunct Midtown High School[2]. Joined in the fight by Natasha Romanoff / Black Widow and Bruce Banner / Hulk, who defeat him and take him in to the Avengers Tower to be interrogated for information about the Red Skull's plans. He initially refuses to talk until he is contacted by the Red Skull's daughter Synthia Schmidt, who (trying to get his response) inadvertently unveils to the Avengers the place of the Red Skull's plan: the Raft.

The Avengers soon confiscate the Jackal's devices, and hack the files about Red Skull's plan. They discover that Red Skull has created a new toxin which mutates its victims into mindless versions of the Red Skull himself, as part of his plan to turn America into a new "Hydra Empire". Meanwhile, two A.I.M. scientists are at a former Oscorp outpost creating a serum containing a replica of the Hulk's Gamma DNA for former General-turned-Raft inmate Thaddeus Ross, who plans to become a new version of the Hulk, and frame him for reckless rampage, and experimenting on a Symbiote which was recovered from Life Foundation before it was shut down[3]. Developing a dangerous interest in the Symbiote, Synthea poses as one of the agents and volunteers to deliver the Gamma Serum to Ross while discreetly taking the Symbiote to herself, despite against the Red Skull's orders. Accompanied by Winter Soldier, Captain America, Captain Marvel, Iron Man and Black Widow sneak into Arnim Zola's lab and discover files about the Red Skull virus, which is powered by nanites which Red Skull can control through a imperfect duplicate of the Mind Stone recovered from the remains of the Living Brain[4]. They are ambushed and confronted by some of the subjects and Skull-bots under Zola's control, but defeat them, although the impending distraction allows Red Skull to execute his plan and spread the virus gas on the Raft, just as Ross receives the Gamma serum.

The virus spreads across the Raft, infecting both guards and inmates and turning them into mindless versions of the Red Skull, but not before Ant-Man, Wasp and Black Panther create and project a force field to contain the virus, and prevent it from reaching New York. Ross infuses the Gamma serum in himself, but not before he is infected by the Red Skull virus, causing him to mutate into a mindless, red-skinned version of the Hulk, and to go for a rampage in New York. As Hulk and Thor work to stop Ross (dubbed by Daily Bugle media as "Red Hulk"), the Avengers and New Champions (all wearing protective gear to prevent the infections) battle the Red Skull mutates and Red Skull's Hydra crew (who intend to destroy the force field generator to release the virus), while Ant-Man and Wasp work on a antidote to eliminate the virus. Against Red Skull's orders, Synthea fuses with the Symbiote, which is, however, likewise infected by the virus, which mutates the organism and Synthea into a monstrous creature on the name of "Carnage Queen".

Carnage Queen uncontrollably attacks and subdues both sides, leaving Starforce to battle her alone in a fight which takes place outside of the facility. During the fight, Carnage Queen attempts to drain Starforce's life force, but is overwhelmed by Starforce's Super-Soldier Kree-powered fibres (which she inherited from her parents), and Starforce overcomes her. Hulk and Thor are likewise able to defeat the Red Hulk and banish him away from New York. Ant-Man and Wasp complete and unleash the antidote, eliminating the virus, and returning the infected guards and inmates to normal. Carnage Queen recovers and attempts to deliver a killing blow on Starforce, who evades the attack and tosses her tendrils into the Hydra vessel's engines. Synthea pleads to the Red Skull's help, but Red Skull (disgusted with her defiance and failure) refuses to help and disowns her, leaving her to die in the explosion, as Red Skull and his crew retreat, while Zola recovers the unconscious Red Hulk for experimentation. As the rest of the Avengers and New Champions work to get the Raft back together, Captain America and Captain Marvel voice their displeasure over how Red Skull could just abandon his own daughter without hesitation, although Liz reveals that (by seeing Synthea's mind and memories through her Symbiote) Synthea was never Red Skull's blood daughter, revealing that she was actually adopted by him. Liz eventually earns her parents' more loving sympathy when they vow to never leave her behind like Red Skull did to Synthea.
